The piece shows the two of the sons of Loki who were born to his wife Sigyn. The children were forever spellbound by Odin to chase the sun and moon through the sky each day and night. Although this was partly to keep them occupied, it was also in order keep the passage of Sol and Mani (Sun and Moon) predictable. This is why the sun rises and falls for the men and woman of Midgard.
